The San Juan Secretariat of Environmental Management and Mining Oversight is advancing the modernization of the province's mining control system through the incorporation of real-time monitoring technologies and an inspection framework adapted to the scale of each project. The objective is to strengthen operational safety, environmental compliance and the efficiency of regulatory inspections.
Oversight and inspection activities are led by Roberto Moreno, Secretary of Environmental Management and Mining Oversight, and Roberto Luna, Director of Environmental Mining Inspection and Oversight, who coordinate field inspections and supervise compliance with the applicable regulatory framework.

In their respective roles, Roberto Moreno, Secretary of Environmental Management and Mining Oversight, and Roberto Luna, Director of Environmental Mining Inspection and Oversight, coordinate the surveillance and supervision of mining activities across San Juan. Their joint efforts focus on strengthening both human and technical resources to ensure mining operations comply with the standards established under current legislation.
The agency's day-to-day responsibilities include rigorous enforcement of mining environmental legislation and oversight of approved Environmental Impact Statements (EISs). Field inspections are carried out across all mining projects, regardless of their size, verifying compliance with the implementation schedules established for technical observations, as well as occupational health and safety regulations.
The regulatory approach, however, varies according to the scale of each operation. Large-scale mining companies are subject to immediate and rigorous enforcement of existing regulations. For smaller mining operations, the Secretariat adopts a more collaborative approach, providing guidance and technical support to help operators develop mineral resources safely and in compliance with regulatory requirements.
Looking ahead to a future in which multiple copper mines are expected to operate simultaneously in remote areas, the provincial government is promoting a shift in its oversight model. The objective is to transition from traditional field-based inspections to an advanced digital monitoring platform, where real-time data transmission becomes the cornerstone of regulatory oversight.
To support this new framework, the province has already incorporated four-wheel-drive vehicles equipped for challenging Andean terrain, continuous communications systems, and 24/7 surveillance cameras transmitting live from strategic areas within producing mines. Through these measures, the Ministry of Mining aims to ensure a continuous and effective regulatory presence throughout the province.
