The initiative seeks to boost competitiveness, innovation and export capacity, with tools designed to integrate Argentine companies into mining value chains.

On Monday, August 24, Catamarca National Senator Flavio Fama—then Chairman of the Senate Committee on Mining, Energy and Fuels—introduced a bill to create a Federal Regime for the Promotion of Competitiveness and Internationalization of Argentine Mining Suppliers. The proposal establishes a framework law aimed at creating governance and coordination tools to strengthen and develop the national mining supply industry.
The initiative does not propose a traditional tax incentive regime, nor does it establish a benefits scheme that could affect the balance of public finances. Rather, it is a framework law aimed at establishing an institutional and governance structure to coordinate policies, develop tools and remove obstacles to the growth of Argentine mining suppliers.
The objective is to ensure that the growth of mining activity is not limited to resource extraction, but also generates greater industrial and technological development and skilled employment, strengthening Argentine companies that provide goods, services, technology and engineering, while promoting their integration into national and global value chains.
“The challenge is not only to develop our mining industry, but to ensure that a network of Argentine companies grows around it, capable of creating jobs, incorporating technology, producing knowledge and competing globally. We have the human capital and companies with the capabilities to do so; we need to create the conditions that will allow them to develop,” Fama said.
In this regard, the bill provides for the creation of a National Registry of Argentine Mining Suppliers, a Digital Single Window to streamline administrative procedures, and a National Mining Supplier Competitiveness Index, designed to identify the main barriers faced by companies and measure the evolution of their productivity, innovation, access to financing and export capacity.
It also establishes promotion and support instruments for projects aimed at increasing productivity, incorporating technology, developing engineering and prototypes, obtaining certifications, training personnel, improving processes and entering international markets. It also provides for financing and guarantee tools, innovation programs, digitalization, automation and artificial intelligence, as well as support for clusters and collaborative projects.
One of the central pillars of the proposal is to facilitate access for Argentine companies to supply opportunities associated with mining activity. To this end, it establishes mechanisms aimed at providing greater predictability and transparency in prequalification and procurement processes, without creating mandatory quotas, market reservations or automatic preferences.
“The objective is for our suppliers to be able to compete under reasonable conditions, not to close the market. We want a policy that rewards productivity, innovation and the ability to generate value, and that enables a company working for Argentina’s mining industry today to export its services, technology or equipment to other markets tomorrow,” the senator stated.
The regime also incorporates a supplier internationalization strategy, which may include market intelligence, certifications for foreign markets, export consortia, financing, trade missions and technological cooperation.
The proposal also provides for participation and coordination with the provinces, expressly respecting their original ownership of natural resources and their authority over mining, environmental and territorial matters.
“Argentina has a strategic opportunity to transform its mining potential into industrial, technological and federal development. To achieve this, we need mining to generate capabilities that remain in our country and companies that can grow and compete internationally,” Fama concluded.
